The TA will conduct full technical assessment of the civil works including preliminary engineering, economic, social, and environmental assessments; an institutional analysis to
determine detailed regulatory reforms; and operational and financial assessment of the franchise tendering scheme including criteria for designating uneconomic routes, affordability to users, and required service standards.

Poor transport links constrain economic growth and service delivery in Vanuatu, as the population of around 215,000 is spread over an archipelago of around 60 populated islands. The Government's Priorities and Action Agenda 2006-2015 and ADB's COBP both call for critical constraints to rural accessibility to be alleviated through improved transport. Rural economic development can be significantly enhanced through safe, reliable, and efficient rural interisland shipping services. |
