Assam is the gateway for the Government of India’s “Look East” policy promoting regional trade with the Southeast and South Asian markets. Guwahati, the capital of Assam, is growing as the trade hub for the Northeast region of India (NEI), as it is strategically located at the junction of the “Trilateral Highway” - interconnecting NEI, Myanmar, Thailand, Laos, Cambodia, and Vietnam – and the Bhutan - NEI - Bangladesh (BIB)1 corridor connecting to Chattogram seaport of Bangladesh as well as Dhaka and Kolkata. In addition, Guwahati hosts the largest multimodal logistics park in the NEI connected by rail, inland waterway, highway, and air. The Barak valley, which crosses the hilly2 districts in Upper Assam (Dima Hasao, Karbi Anglong and West Karbi Anglong – these three districts are under project scope) is the only alignment with negotiable terrain that connects Guwahati and the Brahmaputra River plains to the Bengal Bay (Bangladesh seaports). The expressway (East–West Highway (NH 27), overlaps with part of the “Trilateral Highway” and the railway from Guwahati to Bangladesh seaports via Silchar3 traverse on either side of the valley. As such, developing efficient transport infrastructure and logistics in the NEI will facilitate the realization of the “Look East” policy and regional trade, whilst integrating the tribal communities and smallholding farmers in the NEI with the region's economy.
