Skills : National ITI Upgradation program (P507910).

The government program is estimated at US$7.22 billion, aiming at equipping at least 2 million youth with skills over five years by upgrading 1,000 ITIs in a hub-and-spoke model. The proposed PforR will support the total government program costs less land and high value contracts beyond the World Bank thresholds. Infrastructure works, procurement of goods & services, and operational costs will be supported under PforR. The Government of India has asked the Asian Development Bank to co-finance the entire government program to the same level of financing as the World Bank. The PforR will support interventions in three Results Areas (RA).

RA1: Empowering ITIs for higher performance. This results area will establish 200 hub-and-spoke (H&S) consortia with 1,000 ITIs to deliver demand-driven, inclusive training in priority sectors. Each consortium will prepare a wholistic five-year Strategic Investment Plan (SIP) addressing governance, funding, industry aligned training programs, trainer capacity building, provision of training facilities, with three governance models: government-financed privately managed, privately financed and managed, or government-financed and managed. Consortia will have enhanced autonomy and outcome-based accountability, with industry involvement in course design and governance. SIPs will guide funding, infrastructure upgrades, course development, and stakeholder consultation, monitored for transparency and compliance with environmental and labor regulations.

RA2: Creating a state-level enabling environment for the ITI ecosystem. States will strengthen policy, planning, and evaluation to support ITIs, mobilizing industries and ITIs into consortia around priority sectors. States will ensure adequate staffing, autonomy for ITIs to develop customized courses, income generation, and partnerships. They will also offer specialized training for differently abled people and co-finance consortia. Profiling industry presence will ensure market-relevant courses and industry ownership.

RA3: Strengthening central capacity in policy, coordination, monitoring, and evaluation. This results area will enhance MSDE's ability to coordinate and evaluate the scheme, deregulate courses, transforming five National Skills Training Institutes (NSTIs) into centers of excellence. These institutes will focus on trainer specialization, Health & Safety skills, and advanced craftsman training. A robust MIS system will track beneficiary data, and an ITI Learning Management System will curate resources and integrate with the Skills India Digital Hub. Advocacy and coordination with sectoral ministries will support broader skill development programs.
