Amaravati Integrated Urban Development Program (P507508).
To strengthen the institutional framework and infrastructure planning and delivery for inclusive and sustainable urban growth in Amaravati. The Program will institutionalize environmental and social risk management and benefits sharing into core governance systems of the APCRDA and the ADCL. The Program is assessed as having Substantial E&S risks for the following reasons: (a) the Program will mainstream risk management and sustainability frameworks to reduce and manage E&S risks; (b) significant progress has been made to resolve potential risks and impacts associated with land assembling/acquisition (the process is already completed, with less than 2 percent of the land yet to be mobilized for the Program area); (c) the area under the Program only constitutes 25 percent of the total area for the development of the Amaravati; (d) the development ofAmaravati will be done in a phased manner, allowing building and strengthening the systems and capacity for future phases; (e) there are no sensitive receptors nearby; (f) there is evidence of APCRDA’s capacity and commitment to strengthen its E&S systems and practices as it has issued a GO in November 2024 to establish an Environment and Social Management Unit (ESMU) and is mobilizing the required staffing and resources; and (g) the trunk infrastructure to be constructed is largely of medium scale (e.g. the longest trunk road is about 14 km in length); and (h) the construction will be confined within the development area. Exclusion criterion for eligible expenditures will exclude any activities involving significant displacement or impacts on cultural heritage, conversion of critical habitats and those with significant impacts on biodiversity, among others. Construction materials to build Amaravati will be sourced from existing authorized quarry areas. No new quarries will be opened without following environment rules in operation. Measures for social inclusion, stakeholder engagement, and adoption of good international practice for E&S risk management (such as the World Bank E&S standards) are reinforced through DLIs and PAP actions. Residual risks associated with E&S are deemed to be manageable by adopting Program systems and supporting theirstrengthening. The Program will enhance environmental sustainability and livelihoods for vulnerable communities, ensure equitable development benefits, and build local capacity for long-term E&S risk management. It will promote stakeholder engagement, participatory governance, and effective grievance mechanisms. With a focus on gender inclusion, mixed-use development, and climate actions, the Program will align with sustainable development goals, creating an inclusive, resilient, and climate-smart city.
