Project detail:
The Singareni Collieries Company Limited (SCCL) has been exploiting coal for more than 131 years. Out of 470 km long Pranahita Godavari Valley Coal Field, 350 km stretch is lying in the South Indian State of Telangana as shown in Figure No. 1.1.
Pranahitha – Godavari basin, a NNW-SSE trending basin deposit, covering an area of 17000 Sq. km rest on Pre-Cambrian platform following the course of Pranahita and Godavari rivers over a strike length of 470 km. The southern sector over 350 km length lying in the districts of Komram Bheem (Asifabad), Mancherial, Peddapalli, Jaya Shankar Bhoopalpalli, Bhadradri Kothagudem and Khammam of Telangana State is referred as Godavari Valley Coalfield (GVCF). The Somagudem - Indaram Coal belt is situated along the southern part of Godavari Valley Coalfield.
Considering the likely addition of expansion of existing power projects and construction of new power units, the production and demand gap would further increase. In view of this, the company has created certain fast track opencast projects to increase production as well as profitability so as to create sufficient funds for opening deep shaft mines. Present proposal is one such opencast project under expansion.
Based on Technical Feasibility Report prepared by CMPDIL, SRP 2&2A Underground Mine was converted into opencast in 2 phases. In 1st phase, part of SRP 2&2A property (without forest land, villages and tank) up to 150 m depth of III seam was converted in to opencast mine under the name of SRP OCP - I. The mining plan for this project was approved vide Memo No 13016/6/2006-CA-II, dated 3/7/2006. EC was obtained vide Letter No J-11015/208/2005-1A.II(M), dated 11/9/2006. The Project was planned to extract 7.52 Mt of reserves from five workable seams (I, II, IIIB, IIIA and III seams) in 17 years with a rated capacity of 0.6 MTPA by removing about 49.31 M.Cum of OB at an average stripping ratio of 6.56 Cu.m/T. It was proposed to extract the coal with departmental HEMM and OB by outsourcing agency. The total land requirement for the project is 306.79 ha. The extraction of coal was completed in this project.
In 2nd phase, SRP OCP-I was expanded for the balance area including forest land, villages and village tanks under the name of SRP OCP-II to extract further dip side property of SRP 2&2A U/G mine up to 230m depth of III seam. The Project was planned to extract 56.24 Mt of reserves from five workable seams (I, II, IIIB, IIIA and III seams) in 23 years with a rated capacity of 2.50 MTPA by removing about 475.82 M.Cum of OB at an average stripping ratio of 8.46 Cu.m/T. It was proposed to extract the coal with departmental HEMM and OB by outsourcing agency. The total land requirement for the project is 707.63 ha. The mining plan for this project was approved vide Memo No 13016/3/2007-CA-II, dated 29/6/2007 for an area of 921.56 Ha. However EC was granted for an area of 707.63 ha, vide Letter No J-11015/212/2007-1A.II (M), dated 11/7/2008 and the project is being continued as per the EC conditions. It was envisaged in the EMP of SRP OC-II Project to use the external dump yard of SRP OC-I Project covering an area of 85.36 ha (in addition to the 707.63 ha of land mentioned in the EC of SRP OC-II project) for dumping of OB from SRP OC-II project.
In the present proposal, it is proposed to annex dip side property to the existing SRP OCP-II and increase the rated capacity from 2.5 MTPA to 3.50 MTPA under the name of Srirampur Opencast-II Expansion Project. In this proposal, the balance extractable reserves of SRP OC-II project and the extractable reserves of the annexed property are considered.
The Project Proponent is M/s Singareni Collieries Company Limited (SCCL). The SCCL is a Government coal mining company jointly owned by the Government of Telangana and Government of India on a 51:49 equity basis. SCCL is the first and the largest public sector undertaking in the State with manpower of 43,638 as on April 2021. It is the only coal mining company in South India catering the needs of thermal power plants and other coal based industries. SCCL is currently operating 20 opencast mines and 25 underground mines. The SCCL, being the only coal producing company in Southern India, has the onerous responsibility of meeting large portion of coal demand in this part of the country.
The proposed project is a mechanized opencast coal mining project with Shovel-Dumper combination. The Overburden is proposed to be removed by outsourcing throughout the life of the Project whereas coal of G – 9 grade extraction is by departmental HEMM. 1.3.2 Size of the Project:
The proposed SRP OC – II Expansion Project is designed for extraction of 74.15 MT of total coal reserves during life of the project by removing 739.71 M.Cu.m of OB at an average stripping ratio of 9.98 Cu.m/T up to the depth of 350 m. This project is planned for a rated production of 3.5 MTPA during a life of 22 years in a project area is 1604.11 ha, which includes forestland to an extent of 276.38 ha. The grade of coal is ‘G-9'. The proposed project falls in “Category – A” as per the EIA Notification vide S.O. 1533, dated 14.09.2006 of Ministry of Environment & Forests (MoEF) and its subsequent amendments.
