Project detail:

I am directed to convey the administrative approval and expenditure sanction (AA&ES) for the project on “Up-gradation of 4.5 MLD Common Effluent Treatment Plant located at Banthar Leather Technology Park, Banthar, Unnao-DST, Uttar Pradesh” under the Industrial Pollution component of NGP under Namami Gange programme with an estimated cost of Rs.108.93 Crores (Rupees one hundred and eight crores ninety-three lakhs only) excluding taxes, which includes 75% (Rs. 81.7 Crores) Central Government share as grant- in-aid from NMCG and 25% (Rs. 27.23 crores) by Banthar Industrial Pollution Control Company (BIPCC), an existing Special Purpose Vehicle. The project also envisages up- gradation/ construction of PETP at individual industries and implementation of cleaner technologies through own resources of industry/ BIPCC and shall having.

The total estimate cost of the project is Rs.108.93 Crores (Rupees one hundred and eight crores ninety-three lakhs only) excluding taxes. The component wise break of CETP as approved in the 25" Executive Committee meeting of NMCG is given in Annexure-I. Banthar Industrial Pollution Control Company (BIPCC) — a company formed under The Company Act, 2013 by the tanneries in Banthar for the purpose of implementation, construction, operation and maintenance of the proposed CETP shall be responsible for the implementation, construction, effective operation and sustainable maintenance of the asset created under the project and shall fix and collect appropriate and reasonable user charges for such services from their member industries.

The Board of BIPCC shall be reconstituted for effecting an appropriate and adequate representation of NMCG, Central Government and Government of UP, including nominated Directors. The means and ways to accommodate these representatives shall be done in consultation with GoUP, NMCG and BIPCC without compromising the provisions of the Company Act, 2013. The Memorandum and Article of Association (MoAA) of BIPCC shall be modified accordingly following the stipulated procedures. BIPCC shall ensures that all the tanneries situated and under operation in Banthar cluster are their member and any violation shall be brought to the notice of UP Pollution Control Board for appropriate action within the provision of Environmental regulatory laws. BIPCC shall ensure that all the provisions and direction of the Hon’ble NGT in their judgment dt. 13 July 2017 in the matter 200/2014 (M C Mehta Vs Uol & others) are complied with. Any deviation shall be reported to appropriate authority.
