The project is consistent with the long-term strategic framework 2008-2020 (Strategy 2020) in terms of inclusive economic growth in developing and expa nding economic activities by increasing access to new markets for agricultural products. Additionally, the project is consistent with two of the five core areas of operational focus identified: infrastructure and regional cooperation and integration. ADB s intervention in the project aims to (i) increase policy dialogue; (ii) encourage the participation of private capital for developing the refrigerated supply-chain and logistic infrastructure facility that will bring in state-of-the-art technology, know-how and processes, with benefits in material handling capacity and improved energy efficiency, and (iii) facilitate Mongolia s international trade of agriculture products. Additionally, development of the facility will foster improvements in transportation logistics and customs management, leading to more efficient traffic and facilitating trade of frozen produce; and reducing transit cost, fostering increased trade.
The project is in line with the current 2011-2015 Country Partnership Strategy through Pillar 1: inclusive growth, seeking to foster balanced and equitable development, including lending activities in regional and sub regional infrastructure projects. Furthermore the proposed project will address transport connectivity and trade facilitation to promote transport and trade activities along economic corridors, (in particular CAREC Corridor 4b), one of the drivers of change. The development of the refrigerated supply-chain and logistic facility will reduce the spoilage for agricultural produce; and increase the value of agricultural produce.
