| Project Title : | MoRTH revises BOT norms to attract global institutional funds |
| Company Name : | Private Company |
| Project Detail : | The Ministry of Road Transport and Highways (MoRTH) has issued a modified request for proposal (RFP) allowing large institutional investors to bid directly for build-operate-transfer (BOT) highway projects. Previously restricted to toll-operate-transfer (TOT) models, the new framework now permits sovereign wealth funds, pension funds, infrastructure funds, and private equity to participate in the public-private partnership (PPP) model. This shift aims to revive private investment after four major highway projects worth Rs 22,000 crore failed to attract bidders due to restrictive contract terms. Under the relaxed guidelines, institutional bidders will be evaluated primarily on their financial strength. To lower entry barriers, construction-related technical qualifications can be fulfilled by hiring experienced engineering partners or concessionaires after the project is awarded. The modified document also broadens the definition of a bidder to include Alternative Investment Funds (AIFs) and Foreign Investment Funds. By providing a 20-30 year concession period, the government aims to leverage long-term global capital to modernise India's road infrastructure. This strategic move is expected to bridge the investment gap in the National Highway network, ensuring high-quality execution through deep-pocketed investors while addressing the operational risks that previously deterred private developers. |
