| Project Detail : | The Mumbai Metropolitan Region Development Authority (MMRDA) has significantly reduced the estimated cost of the Uttan-Virar sea link project from Rs 87,427 crore to Rs 52,652 crore—achieving a saving of nearly Rs 35,000 crore. The cost reduction follows a detailed engineering reassessment of the 55.1 km project, which aims to improve connectivity between Mumbai's western suburbs, the proposed Vadhavan port, and the Vadodara-Mumbai Expressway. Key cost-saving measures include revising the lane configuration from 4+4+emergency lane to a more efficient 3+3 layout. The connector arms were redesigned from 3+3+emergency lanes to 2+2 lanes. Additionally, switching from twin-pillar to single-pillar structures, narrowing the right of way, and minimizing land acquisition contributed to cost reductions. The new proposal was presented to Chief Minister Devendra Fadnavis and Deputy CM Eknath Shinde. CM Fadnavis emphasised the sea link's role as a “critical infrastructure connector” that would unlock trade and logistics potential in the region. The funding model includes Rs 37,998 crore (72.2 percent) from loans—likely through JICA or other multilateral agencies—backed by toll revenue, and Rs 14,654 crore (27.8 percent) as equity from the state government and MMRDA. A revised DPR and SPV have been proposed to accelerate execution. |
