Project Detail :To improve the quality and supervision of National Highway projects, the National Highways Authority of India (NHAI) has introduced a cap of 10 projects per designated ‘Engineer’ from consultancy firms. This restriction applies to firms serving as Independent Engineers, Authority Engineers, or Supervision Consultants for construction and maintenance of highways.
NHAI observed that consultancy firms were assigning multiple projects to individual engineers, impacting their ability to meet contractual and supervisory responsibilities. The designated ‘Engineer’ plays a key role in ensuring compliance with specifications and contract provisions.
The updated guidelines also include specific clauses for projects executed under hybrid annuity mode (HAM) and engineering, procurement, and construction (EPC) mode. These clauses cover the appointment of Independent or Authority Engineers and delegation of responsibilities. Under the new rule, each designated ‘Engineer’ must visit project sites monthly and submit inputs in the Monthly Progress Report, in accordance with the consultancy and civil contract provisions.
The cap will be enforced after 60 days, allowing consultancy firms time to adjust. The move will enhance efficiency, improve project quality, and ensure safer, smoother travel on highways.
