Asia is one of the world's most vulnerable regions to climate change, and women and the poor in the region will bear many of the costs. Large gaps remain in adaptation investments, such as in natural capital, watersheds, and agriculture. Meanwhile, developing Asia accounts for an increasing share of greenhouse gas emissions. The energy intensity of economic activities in the region remains above the global average, as does the carbon intensity of energy systems. The region has a critical role to play in mitigating the threat of climate change and reducing vulnerability to climate risks. Under the Asian Development Bank (ADB) Strategy 20301, climate change is the focus of operational priority 3 and relates to the other operational priorities. As the climate bank of Asia and the Pacific, ADB has increased its ambitions and commitments on delivering integrated climate change solutions in the region. While developing member countries (DMCs) have made increasingly ambitious climate pledges and deployed policy tools to achieve them, current climate policies and pledges remain insufficient to achieve Paris Agreement alignment goals.

To devise more effective, efficient, and equitable policies, policymakers and practitioners need a better understanding of the potential impacts of unmitigated climate change; the opportunities and need for a just transition to low-carbon and climate resilient economies; and the costs, benefits, and trade-offs of different adaptation and mitigation measures. ADB's 2023 publication Asia in the Global Transition to Net Zero received significant attention.2 It is important to continue and extend the scope of such research to keep providing quality knowledge about climate change to stakeholders in the region, specifically, dedicated research efforts on the following themes (paras. 3-6).
